Random Error on Simulation Execution

A new capability enable the Offline Simulator to run programs adding a random error on the simulated points.
That will allow the creation of reports with simulated values in order to
have a more realistic view of the final result.
The maximum random error of each individual point can be set in the user interface of Arco by editing the desired value.
